Mental health services in Australia 2007-08

Mental Health Services in Australia 2007-08 is the twelfth in the series of annual reports providing a detailed picture of the national response to the mental health care needs of Australians. Details from a wide range of data sources for the 2007-08 period, and where available 2008-09, are presented, as are changes over time. Expenditure on state and territory mental health services has been increasing on average by 6% per year (adjusted for inflation) since 2003-04, states and territories spent $3,323 million on these services in 2007-08. There were 4.6 million Medicare claims for subsidised psychiatrist, psychologist and other allied health professional services in 2008-09, an increase of 17.4% from the previous year.AIHW catalogue number HSE 88 ). New Mental Health Act
The new NSW Mental Health Act 2007 No 8 has been proclaimed.
This new act aims to provide a series of measures to better care and treat people who are mentally ill or mentally disordered, as well as facilitate their involvement and their carers’ involvement in making decisions about appropriate care, treatment and control. It includes changes in the way mental health services are organised and provided including the role of Emergency Departments and inter-departmental co-ordination. Help At Hand for Homeless Australians with a Mental Illness

The Australian Government unveiled details of a $10 million boost to the Personal Helpers and Mentors (PHaMs) program, to give homeless Australians with a severe mental illness greater access to one-on-one support.

Six new services will be established in communities with significant homeless populations in
New South Wales, South Australia, Victoria and Western Australia to help people with a mental illness who are homeless, or at risk of homelessness. In addition, six new dedicated homelessness workers will be shared among four existing PHaMs sites in Victoria and Queensland to work solely with homeless clients in these areas. In total, 36 additional personal mentors will be on the ground by mid 2010 to provide intensive assistance to homeless Australians with a severe mental illness.

PHaMs is designed to help people with a severe mental illness reconnect with the wider community and live more independent and satisfying lives.
  Personal mentors work one-on-one with participants with practical help to achieve their personal goals - for example, finding stable housing, or improving relationships with family and friends. New mental health rehab for combat veterans

The Australian Defence Force (ADF) is setting up a new rehabilitation program which it hopes will stop soldiers suffering from mental health problems from leaving the service. Announcing the program today at Senate Estimates, Chief of the Defence Force Air Chief Marshal Angus Houston says the ADF wants to ensure soldiers who are unwell are treated quickly.

The program will be headed up by David Morton, who has been managing a veterans' counselling service within the Department of Veterans Affairs. "We recognise that post-traumatic stress disorder, depression and other mental health issues must be taken seriously," Air Chief Marshal Houston said. "We also recognise that we have a duty of care to ensure early identification and the provision of treatment to allow these individuals to continue as valued members of Defence and the wider community."

New treatment guidelines for alcohol and drug problems (National Drug and Alcohol Research Centre)

Health professionals will be able to better treat people with alcohol abuse problems, as well as people with coexisting alcohol and other drug use and mental health conditions thanks to two sets of guidelines released today. The National Drug and Alcohol Research Centre (NDARC) at the University of NSW was funded by the Australian Government to produce up-to-date, evidence-based information on the management of co-morbid drug and alcohol and mental health problems. The guidelines include guiding principles for working with clients with co-morbid mental health problems and practical information for managing these problems, their treatment and appropriate referral processes. National Suicide Call Back Service The Suicide Call Back Service is a free, nationwide telephone service that offers short to medium term support for people at risk of suicide, their carers and those bereaved by suicide. The Suicide Call Back Service supports callers through a series of six 50-minute telephone counselling sessions. Professional counsellors, with specialist skills in working with suicide-related issues, will assist in working through difficult emotions. SANE launches website for teens in families affected by mental illness. SANE Australia today launches a new website - itsallright.org - to support the half a million Australian teenagers affected by mental illness in their family. Executive Director of SANE Australia Barbara Hocking says, ‘this is often the untold story of mental illness - the impact on teenagers who have a brother, sister or parent with a mental illness such as depression, schizophrenia, bipolar or an anxiety disorder. ‘These teenagers are a high risk group - they're not only managing the confusion and powerlessness of a family member's mental illness but, without support, are also more likely to experience mental illness themselves. This can be a vicious cycle that can be difficult to escape. Many may feel they are the only ones this is happening to and that they cannot ask for help.' itsallright.org aims to break this cycle by giving control back to teenagers through information and reassurance. The website centres on the stories of four teenagers, told through online diary entries, who have a family member with a mental illness. The website also provides factsheets and podcasts about mental illness and treatment as well as an online helpline for teenagers to ask their own questions or seek support.


New Lifeline national website
Lifeline Australia’s new national web site is now up on the web. The redeveloped website enables people seeking help to go online to access information and resources, including self-help services. Lifeline currently answers about half a million calls on its
13 11 14 number each year from Australians. This is an average of 1200 calls a day. This new improved website provides vital information on suicide prevention, support services, Lifeline training programs and additional details on how to get involved. Visit www.lifeline.org.au

ABSTRACT Cognitive function in older adults is related to independent living and need for care. However, few studies have addressed whether improving cognitive functions might have short- or long-term effects on activities related to living independently. Objective  of the study was to evaluate whether 3 cognitive training interventions improve mental abilities and daily functioning in older, independent-living adults. Results support the effectiveness and durability of the cognitive training interventions in improving targeted cognitive abilities. Each intervention improved the targeted cognitive ability compared with baseline, durable to 2 years (P<.001 for all). Eighty-seven percent of speed-, 74% of reasoning-, and 26% of memory-trained participants demonstrated reliable cognitive improvement immediately after the intervention period. Booster training enhanced training gains in speed (P<.001) and reasoning (P<.001) interventions (speed booster, 92%; no booster, 68%; reasoning booster, 72%; no booster, 49%), which were maintained at 2-year follow-up (P<.001 for both).

National Guideline Clearinghouse (US based)

The National Guideline Clearinghouse™ (NGC) is a comprehensive database of evidence-based clinical practice guidelines and related documents. NGC is an initiative of the Agency for Healthcare Research and Quality (AHRQ), U.S. Department of Health and Human Services. NGC was originally created by AHRQ in partnership with the American Medical Association and the American Association of Health Plans (now America's Health Insurance Plans [AHIP]).

The NGC mission is to provide physicians, nurses, and other health professionals, health care providers, health plans, integrated delivery systems, purchasers and others an accessible mechanism for obtaining objective, detailed information on clinical practice guidelines and to further their dissemination, implementation and use.

Even though US based, it could also be a valuable source of reference information when conducting international research on guidelines, policies and background reviews. This could be a valuable site for those developing policies and procedures and need to see other international developments.

MMHA’s new mental health resources for everyone:


Multicultural Mental Health Australia has released a number of new mental health
resources with a couple of leading agencies. MMHA announced its What Is series of mental health fact sheets in over 20 languages in their recent newsletter. The 10 topics cover issues surrounding mental illness, anxiety, bipolar mood disorder, eating disorders, depression, personality disorders, schizophrenia, challenging behaviours and suicide. Alcohol and other drug treatment services NMDS specifications 2010-11: Specifications and collection manual

 The guidelines have been prepared as a reference for those involved in collecting and supplying the data for the Alcohol and Other Drug Treatment Services National Minimum Data Set (AODTS_NMDS). Updated guidelines are released each year of the collection. This edition is relevant to the 2010-11 collection period. These guidelines should be particularly useful to staff in the Australian Government, state and territory health departments, and alcohol and other drug treatment agency staff directly involved in the collection and reporting of the data set. HOOKED ON THE NET (The Science Show) The video game market is big business, worth around two billion dollars in Australia last year.  The best games draw people into an exciting world where anything is possible; demons are slain, riches are made and worries about the real world left far behind.  It’s great entertainment, but for a minority of players & net users who get hooked it can be a disaster. ‘Addicts’ deprived of computer access exhibit rage, distress and even violence. Seven brochures on psychotropic medication have been produced by the Mental Health Branch of the Department of Human Services Victoria. The brochures explain the actions and side effects of the major psychotropic drug groups. They are designed to be given to patients by their doctors when they are prescribed medication.
